Government syllabus approved by the Joint Admissions and Matriculation Board (JAMB) for 2025 Unified Tertiary Matriculation Examination (UTME).
General Objective of JAMB Syllabus for Government
- The aim of the Unified Tertiary Matriculation Examination (UTME) syllabus in Government is to prepare the candidates for the Board’s examination.
- It is designed to test their knowledge in government, with a view to determining their suitability for placement in institutions of higher learning in Nigeria.
- These objectives are to:
- Appreciate the meaning of government
- Analyse the framework and specify the institutions of government
- Appreciate the basic principles of democratic governance and their application in Nigeria
- Explain the concept of citizenship and define the duties and obligations of a citizen
- Appreciate the process of political development in Nigeria
- Evaluate the political development and problems of governance in Nigeria
- Understand the determinants and dynamics of foreign policy as they relate to Nigeria
- Assess the role of Nigeria as a member of the international community and the workings of international organizations
What Is Government
Students learn:
- that government helps make rules
- that rules keep people safe and organised
- that power should be used fairly
Types of Government
Students learn:
- different ways countries are ruled
- examples like democracy, where people choose leaders
- why some systems are better than others
Arms of Government
Students learn about three main parts:
- law makers who make laws
- leaders who carry out laws
- judges who make sure laws are obeyed
Laws and the Constitution
Students learn:
- that a constitution is the main rule book of a country
- that laws guide leaders and citizens
- that everyone must obey the law
Citizenship
Students learn:
- who a citizen is
- rights like freedom and protection
- duties like obeying laws and helping the country
Elections and Political Parties
Students learn:
- how people choose leaders through voting
- why elections should be free and fair
- that political parties help people share ideas
Nigeria’s Government History
Students learn:
- tow Nigeria was ruled before independence
- how Nigeria became independent
- how the government changed over time
Local, State, and Federal Government
Students learn:
- that government works at different levels
- what local councils, states, and the federal government do

- why international groups are important
